As many of you know, the EU has some oddball vaping laws thanks to the Tobacco Products Directive (TPD). One of the oddball rules is you can only buy e-liquid in tiny amounts (10ml bottles.)
But, it turns out when someone comes up with a stupid rule, someone else comes up with a clever way around it. This brings us to short fill. The idea is basically you buy a big bottle of e-liquid without nicotine, which isn’t regulated by the TPD, then you add a small bottle of high nicotine liquid to make one big bottle of real e-liquid.
